Recently, the General Office of the State Council issued “on the promotion of foreign trade to stabilize the scale and structure of the views” (hereinafter referred to as “Opinions”).
Opinions” pointed out that foreign trade is an important part of the national economy, to promote the stability of foreign trade scale and structure, stable growth and employment, the construction of a new development pattern, and promote high-quality development has an important supporting role. To fully implement the spirit of the Party’s twenty, greater efforts to promote the stability of foreign trade scale and structure, to ensure the realization of the goal of import and export to promote stable and quality tasks.
”Opinions” put forward five policy measures, the main content includes:
First, strengthen trade promotion to expand the market. Promote the full recovery of domestic offline exhibition. Further increase the support for foreign trade enterprises to participate in various overseas exhibitions, and continue to cultivate overseas self-organized exhibitions, expand the scale of exhibitions. Continue to facilitate foreign businessmen to apply for visas to China. Promote the steady and orderly resumption of international passenger flights as soon as possible, especially in key domestic aviation hubs. Our embassies and consulates abroad to increase support for foreign trade enterprises, especially small and medium-sized foreign trade enterprises to develop the market.
Second, stabilize and expand the scale of import and export of key products. Organize direct passenger docking between automobile enterprises and shipping enterprises, and guide automobile enterprises to sign medium- and long-term agreements with shipping enterprises. To protect the reasonable financial needs of large sets of equipment projects. Encourage the localities to protect the labor needs of enterprises by carrying out recruitment services and other means. Accelerate the revision of the product catalog to encourage the import of technology and products.
Third, increase financial and fiscal support. Study the establishment of the second phase of the services trade innovation and development guidance fund. Commercial financial institutions to further enhance the service capacity of branches in the central and western regions in trade financing, settlement and other business. Encourage governmental financing guarantee institutions to provide financing support for eligible small and micro foreign trade enterprises. Further expand the scale and coverage of export credit insurance coverage. Encourage financial institutions to innovate and improve foreign exchange derivatives and cross-border RMB business, and further expand the scale of cross-border trade settlement in RMB.
Fourth, accelerate the innovative development of foreign trade. Organize the China Processing Trade Products Expo, and support industrial exchanges and docking in the East, Central and West. Accelerate the implementation of a number of “two heads outside” key bonded maintenance pilot projects. Revise and introduce measures for the management of border trade. Support large foreign trade enterprises to build their own digital platforms using new technologies, and foster third-party integrated digital solution providers serving small and medium-sized foreign trade enterprises. Support foreign trade enterprises through cross-border e-commerce and other new business models to expand sales channels and cultivate their own brands.
Fifth, optimize the foreign trade development environment. Deepen the construction of the “single window”, expand the scope of application of measures such as “joint pick-up and discharge”, “ship-side direct lifting”, and improve the efficiency of the flow of goods. Improve the efficiency of customs clearance at ports, strengthen the diversion of diversion, make up for the shortcomings of the channel, and improve the capacity of the port over the goods. Encourage and guide local organizations to organize trade promotion activities for the Regional Comprehensive Economic Partnership Agreement (RCEP) and other free trade partners.
The “Opinions” requires that all places, all relevant departments and units to Xi Jinping thought of socialism with Chinese characteristics in the new era as a guide, attach great importance to, and effectively do a good job to promote the stability of foreign trade scale and structure work, to achieve the goal of import and export to promote the stability of quality tasks. Encourage the localities to introduce supporting policies to enhance policy synergy. Closely track the operation of foreign trade, analysis of changes in the situation, for different areas of the actual problem, constantly enrich, adjust and improve the relevant policies, strengthen collaboration and policy guidance, the implementation of a good combination of stable foreign trade policies to help enterprises stabilize orders to expand the market.
